Mr. YE Dongbai, a CPC member, now serves as Director-General of DIC. In April 1986, YE started working for the State Science and Technology Commission (later renamed as MOST, Ministry of Science and Technology) first in the Department of Personnel and later in DIC. After the service in the Chinese Embassy in Japan as the second secretary, YE came back to China and headed the Division of Japan of the State Science and Technology Commission and later the Division of Asia and Africa, MOST. After that, he served as Minister Counsellor of the Chinese Embassy in Japan, Vice Mayor of Anshan City in Liaoning Province, Counselor in the Chinese Consulate General in New York, DG-level Counsel and Director-General of DIC, MOST.
