Mr. XU Chaoqian, ethnic Han,  worked at the National Research Centre for Science and Technology for Development under the State Science and Technology Commission in 1985. Later he successively served as Deputy Director and Consultant of DIC, First Secretary of the Consulate-General of China in New York, Consultant and Director of DIC?痵 Division of Policy Study.
