CHEN started serving in the State Science and Technology Commission (the predecessor of MOST) in 1991, successively as Deputy Director in the Department of Industrial Science and Technology, Second Secretary in the Chinese Embassy in Italy, Deputy Director and Director in the Department of High and New Technology Development and Industrialization of MOST, DDG of China Scientific and Technical Information Institute, DDG of High and New Technology Development and Industrialization, and DDG of International Cooperation.
